Dr. Fowler has been treating patients for over seventeen years and has been at Regional Eyecare Center for fifteen years.She received her Bachelor’s degree in biology with minors in psychology and chemistry from Murray State University in Murray, KY in 1990 and graduated from the University of Missouri – St. Louis School of Optometry in 1994. She graduated with honors, was a member of Beta Sigma Kappa Honor society, served as a student ambassador, and received the Clinical Optometry Award during optometry school.  One of the highlights of optometry school for Dr. Fowler was a mission trip to South America where she and other members of VOSH (Volunteer Optometric Services to Humanity) provided eyecare for over 2000 local residents who could not afford services otherwise. Much of her charity work now involves being a member of Zonta, an organization of professional women who work to raise funds and awareness of women’s issues in the community and abroad.  She is also a volunteer for the Special Olympics and the Underground Rescue Railroad Kitty Network (URRKN).  The Governor of Missouri appointed Dr. Fowler to the State Board of Optometry in early 2003. She served as a member of the Board, then Vice President, President, and more recently just a general member again. It was a great honor to serve the citizens of Missouri in this capacity and after serving over seven years her replacement was appointed in October 2010.Dr. Fowler is originally from New Madrid and currently resides in Cape Girardeau with her husband Rick, their kitty cats, and a large family of raccoons. Outside of the office she enjoys travel, anything outdoors, and reading on rainy days. She and her husband are huge football fans and look forward to football season. They are both lifelong Dallas Cowboy fans and also root for the Rams and Chiefs of course. Dr. Scott McDougal is a native of southeast Missouri and graduated from the University of Missouri – Kansas City with a Bachelors of Science degree in biology. He continued his studies at the University of Missouri – St. Louis, where he received his Doctor of Optometry degree.Dr. McDougal practices full scope optometry with clinical interests in pediatrics, ocular disease, low vision, and contact lenses – including specialty fits such as bifocal/multifocal, gas permeable, and keratoconus. He is a member of the American Optometric Association, Missouri Optometric Association, and the Southeast Missouri Optometric Society.He is the Missouri co-coordinator for the Missouri organization of InfantSEE and is the optometrist for the Comprehensive Low Vision Project (CLVP) sponsored by the St. Louis Lighthouse for the Blind.  The CLVP is a traveling clinic that provides low vision evaluations, devices, and training to children in Missouri at no cost to the family or their insurance.Dr. McDougal has served as a clinical examiner for the National Board of Examiners in Optometry and has been an investigator in studies of contact lenses and solutions.  He serves on various committees for the Missouri Optometric Association.  He is passionate about meeting the eye care needs of this region.Dr. McDougal has participated in multiple mission trips to Mexico providing eye care through VOSH and LaCroix Church. He is active in his church serving regularly in the nursery, with P3 (painting,props, and projects for the stage), and as a small group leader.  Dr. McDougal is an avid St. Louis Cardinals fan.  He and his wife Amanda are proud to make their home in Cape Girardeau with daughters Emma, Anne, Cora, and Meryl.
